Code of Practice for Qualifying Evaluation

1. This Code of Practice is provided in accordance with the “Regulations for the Doctor of Philosophy (Ph.D.) Degree Program.”
2. The qualifying evaluation consists of two parts.  Students must pass courses in a set of recognized courses and must pass an oral examination on research proposal.
3. The requirements of recognized courses are as follows:
   1. The following courses are recognized by this institute as part of the qualifying evaluation:
      (a) Communication Theory; (b) Digital Signal Processing; (c) Random Processes (including Random Processes for Communications and Stochastic Processes for Networking); (d) Computer Networks; (e) Queuing Theory; (f) Operating System; (g) Digital Communications; (h) Information Theory; (i) Detection and Estimation Theory; (j) Wireless Communications Systems; (k) Adaptive Signal Processing; (l) Error-Correcting Codes; (m) Wireless Networks; (n) Packet Switch Architectures; (o) Network Security; (p) Convex Optimization for Communications and Signal Processing (Optimization for Communications); (q) Statistical Learning; (r) Machine Learning; (s) Deep Learning ; (t) Network Science ; (u) Social Networks.
   2. The above-mentioned courses should be offered by the College of Electrical Engineering and Computer Science at National Tsing Hua University.
   3. Students must pass at least two recognized courses according to the following criterion: (a) the grade point is A+ or (b) the grade is ranked among the top 33% of the class. (For example, if the grade point is B+, to pass the course the number of students who receive grades from A- to A+ must be less than 33%.)
   4. The recognized courses under consideration must be taken within three years. For example: courses taken after Fall 2001 can be used to apply for qualifying evaluation in Fall 2004. Although students are allowed to take a course more than once, only the grade received in the first enrollment of the course can be applied for the qualifying evaluation.
   5. If a student fails to pass only one recognized course, he/she may apply for oral examination on knowledge in one recognized course in his/her oral examination on research proposal.
4. The regulations on the oral examination on research proposal are as follows:
   1. Students apply for an oral examination based on their research proposals. Dissertation advisors and the director of this institute shall jointly appoint four or more faculty members to form a committee, in which at least half of the committee members must be full-time faculty members of this institute.  Advisor is a default member of the committee.
   2. If a student applies for additional oral examination on knowledge in a recognized course, the afore-mentioned committee must contain at least one committee member who is an expert in the area of the course.
   3. To pass an oral examination, an applicant must be approved by at least two thirds of the committee members. If a student fails in an examination, the student must wait for at least three months before he/she can apply for another examination.
   4. Every student can apply oral examinations at most two times.
5. These codes and the amendments thereof must be approved by the faculty of this institute.
